As part of the project English For Civil Service and Local Self-Government Officials , 2,000 participants from across Ukraine improved their language skills to work more confidently at the international level.

Participants’ motivations varied, but they all shared a common goal — to make their communities more open to the world. Some aimed to negotiate with European partners, others sought to attract investments, apply for grants, or develop cooperation with foreign sister cities.

The training took place on the British Council international platform, where participants could study English at various levels — from beginner to B1. The learning format included interactive online lessons on the platform, group classes with teachers and participants from around the world, as well as gamified Speaking Club sessions between communities. This allowed participants not only to acquire knowledge, but also to exchange professional and cultural experiences with each other and with international representatives of municipalities and businesses.

 

Results

The training lasted until February 2025. Certificates accredited by the National Agency of Ukraine for Civil Service were received by:

246 participants — A1 level

805 participants — A2 level

348 participants — B1 level

 

The project “English Language Courses for Civil Servants and Local Government Officials” was implemented by the NGO “GOLOСAL” with the support of the United States Agency for International Development (USAID) and the generous support of the American people through the USAID GOVERLA Project.
